县域富民产业高质量发展路径——以山东省沾化冬枣为例

Pathways for the High-Quality Development of County-Level Industries for Rural Prosperity: A Case Study of Zhanhua Winter Jujube in Shandong Province

摘要:

县域特色富民产业是夯实乡村产业振兴、促进农民稳定增收的核心载体。山东省滨州市沾化区作为“中国冬枣之乡”，冬枣产业历经40余年培育发展，现已形成规模化种植、标准化生产、全链条运营的特色林果产业体系。目前全区冬枣种植面积2万hm²，年产量6亿斤，2025年全产业链产值突破70亿元，枣农人均年收入1.6万元，成为区域富民强区的支柱产业。本研究以沾化冬枣产业为研究对象，系统分析产业发展的内生资源优势与外源支撑条件，梳理标准化建设、规模经营、三产融合、绿色生产、风险防控及法治保障的产业培育路径，总结县域特色林果产业高质量发展的实践模式，可为国内同类县域依托本土资源培育特色富民产业、推进乡村全面振兴提供参考借鉴。

Abstract:

County-level specialty industries that increase rural incomes are key vehicles for advancing rural industry revitalization and ensuring sustained growth in farmers’incomes. Zhanhua District of Binzhou City, Shandong Province, known as“China’s Home of Winter Jujube,”has developed its winter jujube industry for more than 40 years. It has established a specialty fruit-tree industry system characterized by large-scale cultivation, standardized production and integrated value-chain operations. The district currently has approximately 20,000 ha under winter jujube cultivation, with an annual output of approximately 300,000 metric tons. In 2025, the output value of the entire industry chain exceeded RMB 7 billion, generating an average annual per capita income of RMB 16,000 for jujube growers. The winter jujube industry has thus become a pillar industry for increasing local incomes and strengthening the district economy. Taking the Zhanhua winter jujube industry as a case study, this paper systematically analyzes the endogenous resource strengths and external support conditions underlying its development. It identifies major development pathways involving standardization, scaled-up production and operation, integration of the primary, secondary and tertiary industries, green production, risk prevention and management, and legal and regulatory safeguards. On this basis, the paper summarizes a practice-based model for the high-quality development of county-level specialty fruit-tree industries. The experience of Zhanhua may offer useful lessons for other counties in China seeking to develop locally distinctive industries based on local resources, increase rural incomes and advance all-round rural revitalization.
